The Telecommunications/ICT Regulatory Authority of Côte d'Ivoire (ARTCI) reminds all actors in the Telecommunications/ICT sector and the public that the exercise of Telecommunications/ICT activities across the national territory is subject to prior authorisation or declaration, in accordance with the regulations in force.

Furthermore, any exercise of Telecommunications/ICT activities without these legally required authorisations exposes the perpetrator to both administrative and criminal sanctions.

The Telecommunications/ICT activities concerned are as follows:

  • The establishment and operation of private or commercial radio networks, of the Walkie-Talkie, satellite (VSAT), Fixed Wireless Link (FH), Internet of Things (IoT), or Local Radio Loop (BLR) type;
  • The resale of Telecommunications/ICT services of the Voice, SMS/MMS, Data or transmission capacity type;
  • The provision to telecommunications network operators of passive infrastructure such as pylons, dark fibre, electricity poles, ducts or any other support capable of hosting telecommunications equipment or devices, or carrying telecommunications flows;
  • The establishment and operation of telephone call centres (Call Centers), data centres (Data Centers), application and data hosting service platforms, and value-added service platforms (Voice, SMS/MMS, USSD).

However, by way of exception, individuals and legal entities currently carrying out the aforementioned Telecommunications/ICT activities without the required authorisations are invited to regularise their situation with the ARTCI no later than 31 January 2023, the strict deadline.

To this end, authorization request or declaration forms are available on the ARTCI website (www.artci.ci) 
The Telecommunications/ICT Regulatory Authority of Côte d'Ivoire (ARTCI), located at Marcory Anoumabo, remains available for any assistance request either by phone at 27 20 34 42 56 or by email at the following address autorisations@artci.ci.

After the deadline of 31 January 2023, the ARTCI will carry out inspections and offenders will be subject to the sanctions provided for by the regulations in force.
